Admission Arrangements

Under the provisions of the 1980 Education Act, parents have the right to express a preference for the school they wish their children to attend. Details of the way in which such a choice may be made are given in the booklet entitled 'General Information for Parents', copies of which are obtainable from the Lifelong Learning Department, at the Town Hall in Luton Town centre, copies are also available for reference purposes in Public Libraries. More information is also available online by clicking here.

Foxdell Junior School is a community controlled school and admissions are determined on the basis of a catchment area. Parents of pupils living in the catchment area will be offered a place for their child at this school, provided that the particular year group is not full. 

The admissions limit for each year group and the total school limit are determined by the Local Education Authority. The Standard Number for this school, in September 2017, is set at 90 for years 3, 4, 5 and 6. The Standard Number means that, where catchment area numbers fall below this, the school is allowed to accommodate children from outside the catchment area up to the number per year group. Prospective parents must contact Admissions at the Town Hall regarding new admissions. 

If the number of places in a particular year group at this school is not sufficient to meet the requests of parents, then the following criteria will be applied to determine how the places will be allocated In accordance with the Education Act 1996, children with a Statement of SEN are required to be admitted to the school named in the Statement. Thereafter, the following priorities will apply:-

    1. A 'looked after child' or a child who was previously looked after but immediately after being looked after became subject to an adoption, residence , or special guardianship order. A looked after child is a child who is (a) in the care of a local authority, or (b) being provided with accomodation by a local authority in the exercise of their social services functions (section22(1) of the Children Act 1989). 
    2. Brothers and sisters of pupils attending the school or the linked infant school when the pupil starts at the school.
    3. Pupils living in the catchment area of the school.
    4. On medical grounds supported by a medical certificate.
    5. Pupils attending the linked infant school.
    6. Children of staff who work at the school
    7. On the shortest distance, measured in a straight line, between the main entrance of the school site and the pupil’s home address with those living closer to the school being accorded higher priority.

The admissions criteria will be applied separately and sequentially until all places are filled. Priority is not given within each criterion to children who meet other criteria. If the Council is unable to agree a place for all applicants meeting a specific criterion, the distance criterion (priority 7) will be used as a tiebreaker. 

For junior school admissions where one twin/child of multiple birth qualifies for a place and the other sibling(s) do not qualify for a place, both twins/multiple birth children will be promoted to the sibling criterion. This approach will also apply to siblings in the same year group who live together at the same address.

In the event of (a) two or more children living at the same address point (e.g. children resident in a block of flats) or (b) two addresses measuring the same distance from the school, the ultimate tie-breaker will be random selection, witnessed by a Council officer, independent of the Admissions Team. 

The policy is reviewed annually. 

There are well established liaison arrangements and regular meetings between staff to ensure that everything is done to make transition between the Infant and Junior school, and the Junior and local High schools as smooth as possible. 

Throughout the year, the Infant teachers are visited by members of the Junior staff and later in the year the Infants spend an afternoon in the Junior School. They are shown round the school, told which classroom they will be in and meet their new class teacher. 

Parents are invited to the school in order to receive an introduction to the Juniors and to facilitate an early level of parental involvement. A further information evening is held for parents of Year 3 children during the Autumn Term. 

Open evenings are held in the first and second terms for parents to discuss their child’s progress. School reports are sent out during the Summer Term and parents have an opportunity to discuss these with staff if necessary.


Absences from School

Absence from school, other than that caused by illness, can only be granted under exceptional circumstances. Unless a parent has contacted the office, it is the policy of the school to telephone parents on the first morning of a child’s absence and for the Family Worker to make a home visit if contact cannot be made. 

Legislation clearly distinguishes between authorised and unauthorised absence. Other than illness the only forms of absence considered as "authorised" are: 

  • Medical appointments - wherever possible these should be made outside school times. When an appointment has to be made in school time the child should be at school for the part of the day not affected by the appointment. 
  • Days of religious observance set aside by the religious body to which a pupil’s parents belong. 

The Government has amended the recording of unauthorised absences further. An absence must be recorded as unauthorised if the school does not accept the reason as satisfactory. Examples, as defined by the Government, which fall into this category, are days off for ‘shopping’, day-trips or extended holidays in term time. 

In exceptional circumstances a school is allowed to record a discretionary authorised absence. This must be discussed with the Headteacher, prior to any absence, if discretionary authorisation is to be given. Governors have decided that permission will not be granted to any child in year 6, as this is exam year.

All absences not recorded as authorised have to be recorded as "unauthorised". The number of unauthorised absences for each child will be noted in their records. An Educational Welfare Officer regularly monitors patterns of school attendance. Parents will be fined once their child has 8 unauthorised sessions (4 days).

In the last academic year Foxdell Junior School had an average attendance rate of 96.6% and no truancy. A small number of pupils were recorded as having had "unauthorised absences" mainly as a result of parent authorised absences which had not been notified in advance.
